HIGHWAY AND ROAD DESIGN

Scouten & Associates Engineering Ltd. has professional and technical staff available to design highways, urban, rural and resource sector roads through British Columbia and northwestern Alberta. Sub-consultants are engaged as required to provide specific advice on geotechnical or materials issues, including asphalt pavement design and specification of road building aggregates.

Designs are prepared in strict accordance with the governing road design criteria, including the requirements of the provincial Ministry of Transportation, the Transportation Association of Canada and municipal governments. Drawings are prepared in the specific style requested by the authority having jurisdiction over the roadway.

Accurate pre-construction surveys are obtained by Total Station equipment and downloaded directly into the road design software. The software is used to create accurate three dimensional terrain models of the project before, during and after construction. Disputes associated with excavation limits, material quantities and other payment items can be quickly resolved by referring to the computer model.

HIGHWAY AND ROAD CONSTRUCTION SUPERVISION AND PROJECT MANAGEMENT

Scouten & Associates Engineering Ltd. can provide full or part time inspection and supervision of road construction contracts. Technical services available include layout survey, quantity verification, compaction inspection and testing.

Our on-site staff provide clear and accurate reporting of construction activities and prepare progress reports on a daily, weekly or monthly basis as required by the client. Generous use of still photographs and videotape recording ensures that the construction record is complete and defensible.

Scouten & Associates Engineering Ltd. always strives to protect the owner from unwarranted or frivolous claims for extra charges to the project. Road construction contracts are written to be fair to both the owner and the road building contractor, in clear, readable language.

If construction disputes arise, we are available to provide clear and accurate reporting to the mediator, arbitrator or litigator assigned to resolve the dispute. At all times, we keep the interests of our client foremost in the prevention and resolution of construction disputes.

LOCATION AND DEVELOPMENT OF BORROW PITS AND AGGREGATE SOURCES, INCLUDING OBTAINING ADMINISTRATIVE APPROVALS

Scouten & Associates Engineering Ltd. together with geotechnical and material science sub-consultants assist our clients with the location and development of borrow pits and road-building aggregate sources. We integrate the expertise of air photo interpretation specialists, geomorphologists and other professionals with our road design team to develop cost effective and constructible highway and resource road projects.

Administrative hurdles often delay the development and restoration of borrow pits and aggregate sources. We work closely with the relevant regulating agencies to obtain timely approval of applications for mineral extraction and aggregate mining off the road right-of-way.

Accurate pre-excavation surveys of the borrow site provide a benchmark for quantity calculations and payments to the road-building contractor. Accurate post-restoration surveys confirm that all environmental protection requirements have been met and that the site is returned to a natural state.
